"Villes et villages d’art et de patrimoine" is a national network in Quebec which brings together various partners with a shared mission to promote and develop the arts, culture and heritage, and to harness human and cultural resources to achieve local economic development. Claude Dubé (professeur titulaire, and  UNESCO Chair of Cultural Heritage at the Université Laval), the initiator of the project, will describe the approach, with case studies. 

Benefiting from a job-creation program, a tripartite partnership (Quebec government, local governments and Université Laval) created this network to sustain non-profit organisations, by helping them with business development ideas, and to turn the under-utilised skills and expertise of individuals into support for these cultural and heritage enterprises.

The project draws on the synergy between landscape and tangible and intangible forms of heritage at the local and regional levels across Quebec. M. Dubé will describe the experience of creating a network of ‘Cultural Development Agents’, with a work-study training program and guidance, leading to ‘Communities of Practice’, that is, groups of people who share a concern or a passion for something they do, and learn to do it better as they interact regularly.

Due to demand from the Municipalities, the programme was extended for over a decade. The lecture will describe the political background, pedagogical approach, major themes taught, and show examples of what the project accomplished and the network thereby created. For more information see and


14th May 2015 – Teagasc Invitation - EU NPA-funded Craft Reach Launch

Teagasc would like to extend a special invite for ICOMOS Ireland to the launch of the EU NPA-funded Craft Reach project in Ireland with keynote talk by Professor Claude Dubé, UNESCO Chair in Cultural Heritage, University of Laval, Quebec.
